Fred Loehr, President of Fontana Union Water Co. From the Rialto Record Newspaper: Fred Loehr, Fontana Union Water Co. president and brother of the former Rialto mayor, died Oct. 31 at Kaiser Permanente Hospital in Fontana at the age of 84. Loehr, described as dedicated to his work, was born into the citrus industry, and through his life was recognized as a leader in the business. His father, William Loehr, emigrated from Germany in the 1880's, and settled in Bloomington. He worked as a land developer for homes and orange groves. Fred's first citrus work was as a youngster, working in packing houses at odd jobs. From there, he wont on to manage the Bloomington-based J.H. Strait Citrus Packers, and formed the Bloomington Orange and Lemon Growers Association while still in his 20's. He was the owner and manager of various packing houses for more than three decades. He joined the Fontana Union Water Co. board of directors, a post he was to hold for 40 years. The water company provides most Fontana residents with their water, and Loehr helped at managing the water rights of the company. He advised State Senator Ruben Ayala with legislation on bringing water from Northern California into the Southland. Survivors include his wife Celia; his laughter June Loehr Silva; and son Fred Loehr Jr., a South Carolinian airline pilot; and his brother Ferdinand, who lives in Bloomington. He is also survived by seven grandchildren and two great-grandchildren. Loehr had three other brothers, who died previously: Louis, who was the mayor of Rialto; William Jr., who was a contractor; and John, who was an inventor. Funeral arrangements are being handled by the McNearney Funeral Home, and Loehr will be buried at Montecino Cemetery.
